Measurement and Continuous Improvement
In early 2008, the Southwest Ohio Region Workforce Investment Board reopened a project funded by the Greater Cincinnati Foundation in 2006. Initially, the project had been an evaluation of capacity and effectiveness of employment and training programs in the region, with a goal of improving the delivery of services in workforce development. With the approval of the Greater Cincinnati Foundation, the project was reworked to become the Measurement and Continuous Improvement initiative for the SWORWIB. The goal was to create and maintain a measures and continuous improvement process for the WIB, and initiate the creation of greater bonds between workforce development organizations region wide.
One of the first steps was to reconvene the organizations which had completed the Logic Model of performance and measures. After a lively discussion, the group concluded that while the Logic Model was beneficial in planning, assessing, and predicting, a common set of definitions would truly help the region.
From this response came the Common Terms/ Common Definitions Roundtables, discussions on the critical terms and their definitions for this region. Those contributing to these conversations provided thoughtful commentary and insight which led the group to a final list of basic terminology for the region which will streamline processes and encourage deeper collaboration between organizations.
The Logic Model has since been revised to include guiding questions and indicators for improvement. All Requests for Proposals initiated by the Southwest Ohio Region Workforce Investment Board require the inclusion of a completed Logic Model by the organizations submitting bids with information about Target Groups, Process and Projected Outcomes. The completed Logic Models allow organizations to assess their own performance and set goals for future improvements.

Under WIA, the Common Performance Measures are reported out quarterly for each WIA Area of the state.
